The Adaptive Noise Reduction on a track in Premiere works well, but it has one problem, It has to get “used” to a sound before it kicks in, resulting in a pumping effect at the beginning of each cut.
To work around this follow a few easy steps:
1. find a piece of just background noise in between the words in the waveforms.
Copy & paste it for at least 5 sec in front of the audio you want to use.

select the clip and extension, nest then render and replace. Or (more stable) export and cut back in. Add a dissolve to ease into the noise before that audio.
